Problem downloading ootp online file

I don't have winrar, I don't see it as a zip file, and I tried to add it as a steam game but the file doesn't seem to be an .exe Any advice would be welcome! Am looking to get into the game as I'm fond of baseball and a big fan of other sports sims.
